Arsenal have also offered Ozil a fresh deal which could potentially double his wages to £500,000 a week as he is currently earning £250,000 a week.
The 29-year-old midfielder turned down the offer and instead will be free to talk to the overseas club during the winter transfer market.
Barcelona are now linked with Mesut Ozil despite the club not making a formal offer to the striker.
Manager Arsene Wenger also released a statement regarding the futures of Ozil and Alexis Sanchez in December.
Barcelona were linked with a late bid for Ozil after they were unable to prise Philippe Coutinho from Liverpool.
Coutinho is still the preferred choice of Barcelona with a proposed cost of £130 million. They could still, however, take Ozil instead since he will be available for a fraction of that cost if Arsenal do decide to sell or for nothing at all next summer.
Both Sanchez and Ozil could leave the club in January, but as seen, there are no clubs at the moment who have made bids for either player yet.
